We select to this Wheel rim edge 

Selected Wheel Rim.

Press Ctrl+c and goto other image and then press ctrl+v okey wheel rim paste to this image

Select eraser tool and clear wheel  excess.

You can change eraser number right click to your mouse.

We must change wheel rim width and height press ctrl+t and change ok move wheel rim and press enter.

If you want to blur your wheel rim you can select filter>blur>blur

And you can change wheel rim brightness..

image>adjustment>Brightness/contrast.

One side ok 

repeat for the other side!
