You should select the Polygonal Lasso tool.
Begin selecting the edges of the arch and the bottom of the tyre..
Press Ctrl+c (copy) and ctrl+v (paste) new layer is created
Move the bloody thing outwards.Delete any excess crap, and then switch to the background layer.
Select Smudge Tool and begin to click and drag like on the picture.
Thats All Finished.
